Notes of Meeting September 2024

DRAFT NOTES OF THE INQUORATE LUDFORD PARISH COUNCIL MEETING
 
Due to the meeting being inquorate, only notes could be taken of Parish Council Meeting held on 12 September 2024 at the Village Hall, Ludford at 7.30 pm.

         Also Present: Cllr Marfleet (LCC)
 
1.         Apologies
             Vice-Chairman Cllr Mrs Hunt, Cllr Mrs Brader & Cllr Fry (ELDC).
 
2.         Minutes of Meeting
Due to the Meeting being inquorate, the Minutes of the Parish Council Meeting held on 25 July 2024 will be approved at the next meeting, which is to be held on 14 November 2024, as will the Notes of the Meeting held on 12 September 2024.
 
3.         Matters Arising from the Minutes – None.
 
4.         Correspondence
ELDC- Parcel Pick-up Points-The Clerk circulated the response from Ms Prescott (ELDC) Officer with regard to this matter & the Clerks & Councils magazine-both items noted.
 
The Chairman advised Cllr Marfleet that the Parish Council had completed all the necessary documentation for the LCC-Traffic Closure Training Course. However, it was felt that a whole day was not necessary to cover this training, which had been completed a few years previously. The Parish Council awaited confirmation their places on the course.
 
5.         Finance
             The Clerk distributed a statement of Income and Expenditure which met the Council’s approval.

             All accounts were received and agreed for payment.
             Brit Gas-Lighting-The Chairman advised that the smart meter is not working at all and has been
             reported.         
           
8.         Reports
Village Hall Committee – The Chairman reported that the Village Hall Committee were hoping to access funding to refurbish the hall and install a new porch, along with  funding for replacement play equipment. The ROSPA report had been received and any recommendations and work required would noted.
 
Speeding/Traffic Calming-Deferred to next Meeting.
 
Defibulator-Deferred to next Meeting.
 
9.         Business
             ELDC – Planning Applications
It was noted that the concerns raised regarding Planning Application N/108/00847/24 Sir R Sutton Ltd-Erection of house with construction of vehicular access & demolition of existing dwelling-The Mill, Sledge Hill, had been swiftly responded to by the Tree Officer, who had contacted Cllr Fisher and provided very good advice regarding the property itself and the Yew Trees. The Clerk had written to Sir Richard Sutton Estates and awaiting a respond. Cllr Marfleet (LCC) advised that specialised properties and could put in “emergency Protection” where appropriate
 
It was noted that there was still no update with regard to Planning No:  N/108/00419/24 Lusso,-Park Homes on Land (former Tye Bungalow) regarding the concerns raised in respect of planning restrictions on this site.
N/108/01076/24 or The Old Workshop, Magna Mile, whereby the Parish Council had supported the application on condition that on completion of the residential building, no parking of any lorries, trailers or other such commercial vehicles be permitted.
 
Grasscutting
Due to concerns expressed regarding the current cost of grasscutting the Clerk had contacted the previous contractor to enquire whether there would be any interest in quoting for the new financial year and the Chairman had been informed by Mr Davison a copy of the grasscutting areas should be in the archives.  Item deferred to next Meeting.
