DRAFT MINUTES OF LUDFORD PARISH COUNCIL 
 
The Parish Council Meeting was held on Thursday 17th November 2022 at the Village Hall, Ludford at 7.30 pm. 
 
PRESENT: Chairman Cllr Mrs Ridger  
                  Vice-Chairman Cllr Guthrie 
     Cllrs: Brader, Stuart & Cllr Mrs Hunt. 
     Also Present: Mr Scoffin (Protected Landscapes Officer). 
 
1. Apologies  
Apologies were received from Cllr Fry (ELDC) and. 
 
2. Presentation – Farming in Protected Landscapes 
The Chairman thanked Mr S Scoffin (Protected Landscapes Project Officer, Lincs Wolds Countryside Service) for attending the Meeting and invited him to speak on the above matter. Mr Scoffin issued some information leaflets to assist with the presentation and explained that the programme would run until 2024. If a group wished to claim funding there were 3 main criteria that would need to be covered, these were to meet national priorities agreed by Defra and local priorities. He then gave some examples of 9 local projects that had been completed under the scheme. It was noted that this funding could not be used for buildings unless planning had already been approved, due to the closeness of the 2024 end date. The scheme was opened to all farmers and land managers within the Lincolnshire Wolds ANOB. The Committee thanked Mr Scoffin giving an informative and interesting presentation. 
 
3. Minutes of Meeting 
The Minutes of the Parish Council Meeting held on 29th September 2022 were approved and signed.  
 
4. Matters Arising-None. 
 
5. Correspondence 
Clerks & Councils-Mag, Rural Links & NALC-noted.  
 
6. Finance 
            The Clerk distributed a statement of Income and Expenditure which met the Council’s approval.

All accounts were received and agreed for payment.  
 
7. Reports 
Village Hall Committee – The Chairman had circulated a written report, the contents of which were noted. A memorial to the late Queen of a corpse of 7 Himalayan Birch are to be planted at the top of the playing field, with joint funding from local groups and it was  
 
RESOLVED that the Parish Council would make a donation of £40 for the purchase of 2 trees for this project. 
 
Speeding/Traffic Calming 
The Committee noted that this Community Speed Watch were not operational  during the winter period.  
 
Defibulator  
The Committee noted that it had not been used and Councillors were checking that the unit was in working order. 
 
8. Business 
         Planning Applications 
The Committee noted Planning Permission N/108/01798/22 Wykeham Hall Farm, East Wykeham-change of use of existing workshop to a holiday cottage and continued to raise concern regarding non-compliance of Planning at Tye’s Close (Clerk to chase this matter). The Parish Council considered Planning Application N/108/02135/22 Land at, Magna Mile-Outline erection of 2 no. dwellings (with means of access to be considered) and it was 
 
         RESOLVED to object to Planning Application N/108/02135/22 Land at, Magna Mile-Outline erection of 2 no. dwellings (with means of access to be considered) on the following grounds:
             i) That the development is not within the designated Planning Area; 
            ii) That access/traffic is inadequate: a) due to the position of the two dwellings and shared access, there is no turning point & b) access into and out of this area on to the main road is already very restrictive/dangerous. 
 
         Budget, Precept/Projects for 2023/24 
The Committee considered the draft budget compiled by the Clerk and agreed some adjustments prior to final agreement at the January Meeting, including the purchase of a new bench at west end of village and alterations to seat at Binbrook Lane. 
 
         Co-option 
There remained 2 vacancies to be filled and interested parties could contact a Councillor or the Clerk for further information. 
 
        Membership of 101 Group 
The Chairman advised that although she had applied for Associate Membership on behalf of the Parish Council, this group have actually awarded Honorary Membership to the Parish Council. It was noted that the 101 Memorial would benefit from repainting and re-gilding. It was understood a gentleman at Willingham maybe able to undertake this work. 
 
       Moving of Parish Council Meetings to a Thursday 
The Committee considered the above proposal, which seemed to be more conducive for most Members and it was 
 
RESOLVED to meet on a Thursday with immediate effect
 
       Arrangements for Erection of Christmas Tree & Lights 
The Committee discussed this matter and agreed that this work would be carried out on the first week in December by Vice-Chairman & Cllr Brader with assistance from Cllr Stuart. 
 
      Bain Rise-Buses using entrance as turning point 
The Clerk had contacted the bus company, who immediately dealt with the matter and extended their apologies for any inconvenience to Parishioners. 
 
     Broken Fencing-Old Barn Court, Hedges within village & maintenance 
Cllr Stuart advised that the fencing at Barn Court would be dealt with shortly. The Clerk had written regarding the hedges at Salters Cottages, but had been advised there were no over-hanging edges and grassed areas were not encroaching footpath.   The Clerk was instructed to chase the Council regarding the markers at Stocks Hill and thank ELDC for installing the dog bin at the new location. 
  
    Planters, Disposal of Tyres & Village Entrance Gate 
The Committee discussed the above items and it was 
 
RESOLVED   i) to purchase 2 Planters at a cost of £50;
                      ii) Cllr Brader to make with a local tyre business for the disposal of the old tyres at the entrances to the village; 
                     iii) for the Vice-Chairman to progress the Entrance Gate when the weather improved. 
 
   Purchase of New Flag due to weather damage 
The Committee were all in agreement on the above item and it was 
 
RESOLVED that the Chairman would arrange the purchase of this item
 
9. Matters for Discussion - None
